The Phase 1 Environmental Site Assessment (ESA) will be performed in overall conformance with the scope and limitations of the American Society for Testing and Materials (ASTM) Standard Practice for Environmental Site Assessments: Phase I Environmental Site Assessment Process (E1527-21) and the United States Environmental Protection Agency (USEPA) All Appropriate Inquiry (40 CFR 312).
The scope of work will include the following activities: Interviews with property owner, key site manager, User, municipal, state and federal agencies; a comprehensive site inspection; review of readily available historical records; review of state and federal government database records; review of the site’s physical settings; assessment of vapor intrusion; assessment of non-scope items; development of professional opinions; development of a written Phase I ESA report discussing the findings of the assessment. An environmental lien and chain of title search are not included in this scope of work, unless otherwise documents are provided by the User or the User requests that a search be conducted prior to the signing of this proposal.
As stated in the ASTM E1527-21, the purpose of this practice is to define good commercial and customary practice in the United States of America for conducting an environmental site assessment of a parcel of commercial real estate with respect to the range of contaminants within the scope of the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) (42 U.S.C. § 9601) and petroleum products.
