The site is a Federal Correctional Institution. A3 Environmental Consultants performed a UST Environmental Project at a facility located at 2600 South Second Street in Pekin, Illinois (the ‘Site’). On June 14-15, 2021, Earth Services, contracted by Greenwave Consultants (Greenwave) of Springfield, IL removed one (1) 1,000- gallon used oil Underground Storage Tank (UST), one (1) 6,000-gallon diesel fuel UST, one (1) 10,000-gallon diesel fuel UST, and one (1) 15,000-gallon gasoline UST from the Site (OSFM Permit #01754-2020REM). UST removal activities were reportedly conducted in accordance with Title 41, Part 170.670 under Illinois Office of the State Fire Marshal (OSFM) Illinois Environmental Protection Agency (IEPA) guidelines and regulations. Upon removal of the USTs, the USTs were noted to be in good condition with no evidence of a release. At that time the Office of the State Fire Marshal (OSFM) inspector did not deem a release had occurred; however, after review of the confirmation sampling, the OSFM determined a release did occur from the 1,000-gallon used oil UST.
Corrective Action Completion Report
The required IEPA LUST Reporting was not completed, and the Bureau of Prisons contracted with A3E to complete the require reports. A3E compiled the information from the UST removal and submitted the 20-day certification and the 45-day/Corrective Action Completion reports to the IEPA.
NFR Letter Issued
The IEPA issued a No Further Remediation (NFR) in March of 2023. BOL LUST#20211073, LPC#1794735029.
