Touchmark National Bank is a Small Business Administration (SBA) lender and, notably a United States Department of Agriculture (USDA) lender. A3 Environmental Consultants was contracted to perform a USDA Phase I Environmental Site Assessment (ESA) for the city of Charlotte Amalie, on the Island of St. Thomas in the United States Virgin Islands. The USDA is one of many government sponsored lending programs designed to promote economic development across the United States and its territories. Loans of this type are rare and Touchmark National Bank is one of the few banks that offer this specialty service.
USDA Phase I ESA
A3E environmental scientist Brian Englert traveled from Chicago, Illinois to Saint Thomas to perform the USDA Phase I ESA on a former bank building. The building will be renovated into offices. While we typically work with a network of over 250 environmental professionals across the nation, there were no qualified environmental consultants to partner with for this area. The city is 350 years old and the building dated from 1950. There were no Recognized Environmental Conditions (REC) found and the loan was completed shortly after.
