The Illinois Air National Guard (IL ANG) is a reserve component of the U.S. Air Force and a state militia unit under the jurisdiction of the Illinois governor. Its 3000 employees are stationed with the 126th Air Refueling Wing, the 182nd Airlift Wing, and the 183rd Wing. In the spring of 2023, A3 Environmental Consultants was contacted by the Illinois Department of Military Affairs to resolve an open Leaking Underground Storage Tank (LUST) incident which happened during the removal of a set of fuel oil storage tanks. While investigations and remedial actions were performed, the Illinois Environmental Protection Agency (IEPA) did not issue closure due to deficiencies in the historical activities undertaken by the previous consultant.
Leaking Underground Storage Tank Closure
Based on IEPA technical review letters and meetings with the IEPA case manager, A3E performed a Stage 1 Site Investigation at the site in March 2024. The plan included targeting the main constituents of concern at the site, which included VOCs and PAHs. The pathways which A3E evaluated included the ingestion and inhalation pathways for commercial/industrial population, ingestion and inhalation construction workers, and the groundwater ingestion routes. As part of the investigation, A3E conducted a geophysical survey at the site which Electromagnetic (EM) and Ground Penetrating Radar (GPR) equipment was used to identify the bounds of the UST excavation area. The investigation additionally included the modeling of offsite migration of contamination and establishing site specific remedial objectives.
A3E submitted a Stage 1 Site Investigation Completion Report which is currently being reviewed by the IEPA.
